Ameraucana: Hen or Rooster? (born feb 21) just over 3 months old....

I heard something sound like a crying baby or peacock last night and this morning and it almost sounded like my just over 3 month old Ameraucana was trying to 'crow' (a waaaaaah) sound. She (he?) has no spurs but the feathers seem kind of pronounced in the tail and nape (frilly and long). I live in a city and can't have roosters.

She only 'crowed' a few times and hasn't done it since 6:30 this morning. I'm wondering if it is too early to see if this is a rooster or not. She is high strung and a bit taller than the rest of my chickens and tries to be a little bossy but is otherwise passive with food and the other chickens haven't ever bothered her.

Ideas?

Yep, a lovely EE cockerel. You can see his long pointy hackle (neck) and saddle feathers. BTW, spurs do not a rooster make... I've had hens that have had 2 1/2 inch long, wicked sharp spurs and roos that developed little more than a nub.
 
Oh my goodness gracious. What an incredibly gorgeous boy! If I was in the country, I'd offer to buy him from you on the spot!

he doesn't have spurs, does that happen sometimes?
