PS I see you're in Perris. If you can't keep that rooster, I know someone who may take him in Norco. You won't get any money for him, but she'll find a home for him. PM me if you want her email address.
 
he is still fairly young.. and maybe learning his crow.. I have roosters however that are several years old and don't crow at all!! That makes it nice when you have an abundance of them like me.
 
As with all children, they develop at different rates. He may already be interested in the hens, but you're just not seeing it happen. And maybe he'll wait till later, just like he's waiting to crow. I have a Delaware cockerel who is going on 17 weeks old-he hasn't mated any girls in my presence nor has he ever crowed. He's very definitely a rooster, though.
And I've had a sexing mistake from the hatchery myself, a Lt Brahma sold as a pullet. I kept telling the feedstore owner it was a cockerel and when I brought him up there to sell, he started crowing.
