1. The rooster HAS to be a little aggressive- the hens will pick on him and he will be the lowest man on the totem pole other wise.
2. He is just asserting his dominance over them (hence the standing on top of). It will probably calm down as he gets a little older and more comfortable with them.
3. He is 7 months old which is like teens/ young 20's- raging hormones and no etiquette!
4. As long as there isn't screaming and blood being drawn I wouldn't worry about it too much, you can always gently "knock him off" while you walk by, which will establish YOU as top roo (which you want anyway).

Got a simlar issue - separted 3 hens due to "over servicing issues" into another pen. Had 4 roosters in the large pen - all was calm. Later, moved gentlest rooster ( and my prise boy ) into the small pen with the girls to fertilize eggs. Now, weeks later, the other boys won't play nice with my prise roo. Blood has been drawn. Pens are now next to eachother so all can see eachother but they won't play nice anymore. Even the hens were fighting! They have settled a little bit but the boys are developing spurs and like I said - blood had been drawn. Ideas?
