I personally and some may find this weird but I don't care. I'll tuck the birds head under my arm pit rub a bird down from neck to tail, stretch their wings and legs. Mean while I'm usually talking to em then I'll set em down nice an easy sorta gets them calm and trusting me and the new change a bit faster than just wham bam actions. They don't need to stay on a tie cord long just rinse an repeat take your time and be steady about it they don't take kindly to sudden changes just like most animals.
 
Can you guys make any suggestion for tether training? Is there a process to follow, or do they just learn to deal with it?
No set way. As SOHC wrote, handle them and calm them down. For me, calm birds seem to take to the cords a little easier. I will throw some scratch down and let them scratch around the area. I make small, lightweight cords out of 1/8" para cord for younger birds. There are youtube videos that show how to make them with a "stop-knot" so they do not pull down too tight on the birds leg. I use these for short periods just to get birds out on the grass.
