The silkie chicks are in a still air incubator and dried stiff instead of fluffy...Can I rub some warm water on them with a paper towel yet or should I wait a day or two?

I would wait until they're out of the incubator, and then be very careful that you don't get them too wet.
 
I remove mine from the incubator within an hour of one hatching, but my brooder is on the table right next to it. They don't have time to get chilled because they don't travel far

. If a chick is particularly wet or not fluffing up well, sometimes I'll hold them somewhat closer to brooder lamp for extra warmth for first few minutes, and rub them gently with a dry washcloth. I imagine it wouldn't be bad to use a slightly damp warm washcloth to help work fluff stiffness out if needed.

I had a sticky chcik and waited a day before I sponge bathed her very carefully, avoiding the face.
