If this were a case of "these animals weren't in very good shape." it would be one thing to sit back and study on what kind of action to take. And education and support for the owners would have been a great idea. But if you will read back, you see that the OP says clearly that there were dead and dying animals, some eating the carcasses of others. This is a desperate, serious condition and a little support and some good intentions won't do much. As some of the other posters mentioned, besides animal control, the police dept and regular law enforcement is another option if it's after hours. I'm sorry that I sounded harsh and strident, but was feeling that the OP needed a strong nudge to take the responsibility that we all have to protect lives that are in danger, especially those who have no voice of their own. Doing the right thing after someone tells you that it's the right thing is good. She's doing the right thing now, and I give her respect for that. Doing the right thing after you think it through and realize that it's the right thing is better, and I think that she's doing that too. Good for her. But, doing the right thing because you KNOW that it's the right thing to do is best. And she's on her way to that.
