He might have been abadonned by his mother. This sounds like my cat Accio was like. His mother abandonned him one night at a hobby farm in Blackstock, he was maybe 2 weeks old... The family that found him took him in and fed him up with goats milk and now he's a fat, nasty, evil, mouse killing machine

The fact that he is thin, afraid, and that young does not sound like animal dumping but simply abandonment by his momma really.
