We recently had a case near where I live in that a liscensed rescue organization really turned out to be an appalling hoarding case. Over 200 animals had to be rescued from this "rescuer". In my opinion, this has become a serious problem in our country. Hoarders can be quite militant, so they sound like they are really protecting the animals in their care. But in true hoarding, the animals are usually kept in bad conditions. Hoarding is a psychological disorder, and these people need treatment for it - not more animals to hoard!
Not sure if that's the situation where this rabbit rescue is, but if you suspect that might be the case, don't hesitate to report it. Being liscensed does not mean that they are regularly inspected.
