Another Roo?

Earlier I posted a picture of one of my EE's that I was suspicious of being a rooster. Today I'm posting a second EE that I think may be a rooster as well. All of my flock were purchased the same day from same feed store - only hoping that I would get all hens as the store clerk said they only order hens.

Can anyone confirm my suspicions - is this another rooster? If you think he is a rooster what do you use as the determining factor?
