another rooster behavior question

I was watching my chickens today and my rooster was right next to one of my pullets (they're both about 2 months old). Suddenly, his left wing goes down (she's to his right) and he starts side-stepping towards her.

So, the question is, is this an aggression/dominance thing or is he starting to flirt?

It's the wing dance and it's kinda a combination of flirting and telling her he's the boss and she needs to do what he "says".
