Anxious about what "lays" ahead!

Hello Flock!
In a small town that years ago told me I could not have chickens! Hubby heard something about a Victory Garden law from the 1940's that will over-ride local ordinances and allow 4 hens. Google hasn't helped me find this. Anyone heard of it?
When I moved into this town 24 years ago there were horses and goats within town limit and I could hear roosters in the distance. Any ideas on how to re-approach the town clerk or submit a revision of the ordinance to town council?
