Any Chimney/fireplace experts out there?

There's a damper, and there is a cap, all parts of the complete kit from the store. It should work fine, in theory. I've never seen anything like what happened with the fire on the night in question. Closing the damper kept the wind from blowing down into the room, but then I was left with the burning logs and the smoke with nowhere to go, except into a bucket and then outside.
