That's a very common color pattern. Could be a Welsumer, brown Leghorn, Legbar, Easter egger, and there are other possibilities, too.

Our speckled Sussex looked similar as a chick with the the white chest!

Actually, the 1" hardwire is 9" tall.
In my "step-one" brooder, I have a raised rack, with a heating pad on it, covered by a blanket. The chicks walk under the rack and are warmed by the heating pad.
This set-up works for their first two weeks, then they graduate to "step-two" broader.

The Littles can't fit up there for too long.
