Any idea as to what breed or gender this 3 week old chick is?

That being said I do agree that it's not an EE.

But it's not a RIR either. It has eye liner and I'd bet it has some other coloration down it's back or on top of it's head that can't be seen in the picture.

It does look like a welsummer chick. And from the chest coloring, it is a girl.
