Any idea how to address this cyst issue? New to chicken so not sure best approach to address

Ouch, that looks painful. You sure it's a cyst? I would make a little cut in it and see if its drainable. You probably are going to need to have cornstarch handy because that's going to bleed bad.
 
In my hen's case, it's a cyst or tumor that puts pressure on the eye which causes bubbling and tissue swelling. The steroid drops do not cure the cyst or tumor, but it reduces swelling of the tissues which relieves pain and discomfort.

My hen is going on ten years old, and she's had this condition for the past five years, at least. Otherwise, she is happy and healthy.
