Any ideas what's wrong with this rooster? It's not frostbite

Can mites/lice cause this? I checked and he has some so I treated. He's only eating and drinking if I hold the food to his beak

That does indeed look like frostbite pictures and combs that I have seen with frostbite. I would spray it with betadine or BluKote. He looks very ill, though, and either has some peck marks (maybe because he is sick) or some other kind of bites. Does he have any signs of coccidiosis or respiratory symptoms?
