Any suggestions on how to treat what looks to be ingrown feathers on feet?

I did look over his feet, top and bottom. There are no sores it is just so puffed up that he walks gingerly as if he is walking on clods of dirt stuck to the bottom of his feet and they are making it a struggle to walk. I thought it was those heavily feathered feet that were impeding his walking until I took a closer look.
Thank you so much for all your advise. I will keep you updated on his progress. I hope to be able to send some happy pictures in about a month.
