I'd recommend not bathing a chicken that is ill. A bath can cause a lot of stress and stress alone can kill.

If it's on his back, it might be an infected preen gland, but it could be a pecking injury as well, though it's in an odd location for that.
I would keep it clean, apply some antibiotic ointment without pain killer (many of the pain killers used in those ointments are toxic to birds), and separate him in a warm, quiet place for a while.
