Anyone ANTI-NPIP Testing and Certification?

I'm interested to know if anyone here is anti-NPIP testing and certification and if they'd be willing to talk about their reasons.

I've heard one person who wants to be "off the radar"--although they do ship across state lines and advertises/sells through BYC.

I've heard another person, also on BYC, say they would rather pay their vet for testing rather than pay the government to regulate them.

Anyone willing to share their views?
 
I just spoke with my state department (Vermont) today to inquire about the program. It would be nice to advertise my flock as being clean of pullorum/fowl typhoid, and they also test for avian flu. He said it was most useful if you sold birds out of state. But if I bring any birds to a swap, we can opt out of testing each bird there since my flock would already be certified.

The downside to me was I had to maintain a closed flock. I have pretty rare stock and several breeds, some have only a pair or trio. Not only will I need new blood, I prefer it. So I told him that and he said they could still be tested for free and the results provided but I could not be certified NPIP (because I wouldn't have a closed flock).

I didn't give him an answer, I thought I'd mull it over.
