It looks like the first one pipped the air cell and the second one hasn't yet. I can't tell much more than that from the video. You didn't see any movement at all I assume?
When they are trying to hatch it's a lot of work and they will go a loooong time resting. I'm not sure what I would do but I would probably take a chip out of the egg on the air cell side and see what I could see. That's just me though - I don't know if it would be the right thing to do or not but I honestly couldn't wait.
One other question... What date did you set these eggs? It is really easy to miscalculate your days by counting the first day. If this is truly day 23, then you should have set your eggs on 11-18 before 10:24 am EST.
