Hi,
I've bred bettas for years. Unless you live in a large city, finding enough LFS (local fish stores) to buy excess fish is difficult. Most LFS want full grown males and will only buy 5-10 at a time since the fish are slow movers compared to other fish suitable for community tanks. Most LFS are also terrible at marketing male bettas.
To the best of my knowledge no. Betta fry isn't like live bearers. They need very small live food to thrive. The only other alternative I know is microworms.

Absolutely! Baby brine shrimp are not the only option. You DO need to feed live foods though.
Microworms and vinegar eels are easy keepers, propagated from a starter culture (easily purchased from Aquabid, eBay, other fish keepers, etc.). Infusoria is a more difficult food to feed that you don't need a starter culture, BUT it is easy to mess up, meaning you have a toxic bacterial soup as opposed to infusoria, which can kill the babies.
