I've never heard of an alarm on a septic tank. (But most of the tanks in my family are old... As is the one on my property). So I know nothing about them.
But are you sure you're on public sewer?
They may have installed public sewers there, but that doesn't necessarily mean your house is hooked to the system. For example if they extended public sewage to my area, we wouldn't automatically be hooked up by the city, we'd have to pay out of pocket to hire contractors to hook us up.
Also, if you were hooked up to public sewer, the septic should have been filled and disconnected to prevent issues down the line. I'd definitely look into it through country records.
In our case, we have public water, but no sewer service. And our seller wasn't entirely forth-coming either. They lied about where the tank was and when it was last pumped and the location of the tank wasn't in any of the records. We should have made our offer contingent on an inspection and pump. Hindsight is 20/20 and all. An expensive lesson for us, but worth learning.
