here in Covington Kentucky. Anyone know the laws for keeping backyard chickens?

No. I don't know what your zoning laws permit. But when I wanted to know if I was zoned for goats I wrote an e-mail to my local city counsel person. They have staff and they know where to go to get the info. I'm sure you could a reliable answer pretty quick.
