Anyone know what breed this pullet or cockerel is?

I got this chick at 2 weeks that was incubated at a grade school and needed a home. Not entirely convinced whether the chicken will be a rooster or a hen. Any thoughts? Found out it’s a frizzle chicken not sure of the breed. Figured it was a cockerel due to the curly feathers. He ir she is black and now has some chest feathers that are turning orange. No crowing yet, around 14 weeks old.

I would say frizzle Cochin cockerel maybe but doesn’t appear to have feathered legs? Maybe Orpington? If they come in frizzle?

Looks like a cockerel, and probably a cochin mix.
