It is very HOT here, and when I am at work,a nd cannot give them ice water to help cool them, I have been giving them as cold of water as I can get before I leave mixed in a packet of electorlytes.

Any adverse side effects to the eggs they lay? Does it really help or a waste of my time?

Shade and breeze are probably the most important things. A shallow pan of water they can stand in or walk through will help if they will go in it. It's easy to overdo electrolytes; be sure to follow package directions. I give mine a little, not every day, small quantity. Mine lay fewer eggs in the heat of summer.
