I think they ask people who are long time members that are knowledgeable and helpful to the other members on a regular basis. People who demonstrate the ability to keep a cool head and help others to rationalize when things get a little out of hand in a thread. People that act like a den mother by keeping order because its obviously their nature to do so

That is what would make a moderator on any forum.......i think when someone like that is available, its a smart catch.
