Does anyone know why you would add garlic to the chicken water?

Garlic supposedly has some antibiotic attributes...
...but is can also cause anemia in chickens, especially if given constantly.
Best kept in the kitchen.

Definitely, garlic scares away vampires and zombies. You can sleep tight knowing your flock is safe from these menaces. LOL. While I don't know for sure, my intuition tells me that it's unlikely that garlic or any other single herb or food stuff has magical powers to improve the health of your flock. As with food for humans, perhaps the best strategy for maintaining a healthy flock is to provide a balanced diet -- A good brand of feed and not too many treats.
