Literally no one I'm sure, but we have laws about hate speech for a reason. By your logic, no one can arrest or punish a criminal, because they aren't perfect themselves.

No. No one has to be perfect to apply evidence of theft or murder or whatever and arrest and/or convict another person for it

Examples to keep it out of politics and in to chickens.... that ckicks must have a heat lamp (before the advent of heat plates), and that cold is cruel under any circumstances (the still at least residual era of closed up, insulated coops instead of open air coops).
