Are Anconas just mottled Leghorns?

I get the debate but what I'm missing is are there even mottled leghorns? In the states?
I don't dig like Miami at the oversees birds but every time I hear of mottled leghorns they were mottled gold duckwing.
I know a pic or two was posted but are they really out there? If so where?
Also where do exchequer fit in? Most say they're mottled or they have the mottling gene so why didn't they get labeled as mottled?

Who designates names? Governing bodies of organizations? Breeder clubs? All of the above?

Our Leghorn Standard is very similar to the Italian Leghorn “livorno” standard.

Italian Anconas seem to be identical, maybe less thin and upright? Interestingly, neither breed appears to have a rose-combed version there.

It appears to be. It’s funny how rose combed Orpingtons were the original variety, but that’s a discussion for another thread.
