They're supposed to be Hard/tight feathered.

According to The Poultry Club, they classify them as "Rare Soft Feather Light": https://www.poultryclub.org/breeds/chickens/rare-soft-feather-light/ayam-cemani/ They do look fairly game-bird-ish, though.
