Are both cockerals?

I had originally thought both of these guys were well guys... But now I'm thinking the one in front maybe be a hen, due to the vast different sizes in combs/wattles. Or can they just differ that much from roo to roo? They are about 9-10 weeks.

I think they're both cockerels. They're just young and one isn't developing as fast as the other.
