Hmm. Sounds to me like the neighbors are looking for trouble. So irritating. Maybe they're hearing an owl at night, but they don't like the fact that you have chickens and quail, so they're blaming it on you. Heck, how could you possibly even hear a coturnix rooster over the endless city noises of traffic and sirens and humming refrigerators and HVACs kicking on? Good grief. Not to mention dogs barking and cats caterwauling.

Sorry you're having to deal with that. Maybe the best approach would be to win the neighbors with kindness, and the noise won't bother them so much... Could you send them a dozen boiled, peeled quail eggs and a pretty "I'm sorry" card? Then maybe talk to them directly and ask them specifically what they're hearing, so you can pinpoint the exact cause of the noise and address it most effectively. Sometimes when you talk to people face-to-face, solutions arise that none of you thought of previously and that are more satisfying to all involved. Especially if you do it in kindness.

One of my neighbours complained of my cockerel crowing so I had to get rid of him and I live in a small residential area, but I do keep quail and the males crow can be noisy especially if he is either seperated from his hens or only has one and knows there are others around, he would crow quite a lot during the day but the neighbours never complained about that, perhaps they didn't know what it was?

I never heard him crowing in the night though although some people do report in the breeding season they often do crow even in complete darkness, one night a fox upset my chickens and they made a racket which then prompted the neighbour to come round again so perhaps a predator is scaring your birds at night? is your bedroom close to your backyard where the birds live? perhaps sleep in a room close to the backyard one night with the window open to see if you can hear them making any noise I found that when my birds are on the roost bar they are able to peer through the little coop window so I covered this up with a little make shift curtain so they can no longer see out so hopefully won't spot a fox that sends them into a frenzy!

I love mine! better than fish. just make sure they have plenty of room to jump/fly around if you can
