Hmm. Sounds to me like the neighbors are looking for trouble. So irritating. Maybe they're hearing an owl at night, but they don't like the fact that you have chickens and quail, so they're blaming it on you. Heck, how could you possibly even hear a coturnix rooster over the endless city noises of traffic and sirens and humming refrigerators and HVACs kicking on? Good grief. Not to mention dogs barking and cats caterwauling.
Sorry you're having to deal with that. Maybe the best approach would be to win the neighbors with kindness, and the noise won't bother them so much... Could you send them a dozen boiled, peeled quail eggs and a pretty "I'm sorry" card? Then maybe talk to them directly and ask them specifically what they're hearing, so you can pinpoint the exact cause of the noise and address it most effectively. Sometimes when you talk to people face-to-face, solutions arise that none of you thought of previously and that are more satisfying to all involved. Especially if you do it in kindness.
