Are packing peanuts typically smaller in size?

I received 3 packing peanuts with my order of 25 chicks yesterday.
1 Buff Orpington and 2 Cornish x
I had ordered 5 BO's, so have an extra.
One of the BO is very tiny, she is having some problems right now(posted in Emergency section)
My question is do they typically ship smaller chicks as pp?
She is so tiny, maybe half the size of the other chicks. It makes me sad that she may not make it, although husband says she is getting lots of loving, that she may not have had if she hadn't been sent to us.

I don't think they're particular about what chicks they ship as packing peanuts, as long as they think they're males. It makes me sad to lose any, but it happens. HUGS to you!
