Are PM's really Private?

If you are passing personal items online, assume that its always being read. Anyone (except me) can hack into any program and read, clone or destroy what we are assuming is private.
Looking at Banks, credit cards, recently the chain of stores that we shop at, pharmacies can be hacked and all sorts of stuff. Most intersections, roadways and malls have video, conversations, picking your nose and adjusting your private areas probably have been noted.
Why would the question come up "is this private".
 
Website owners are legally required to notify their members if they have the ability to read a user's Private Messages.

Most message board software packages do not include that ability, for that reason.
 
It's our responsibility to read the rules.

I don't know why "I didn't know" or "No one told me" is a cop-out anymore for not being able to inform oneself.

I didn't say "I didn't know" or "no one told me" .... I did read the rules and stickies when I joined; I just wanted to clarify in person.
