Are ruffled feathers like this normal?

They're about a week old, possibly two. I'm brand new to chickens.

That looks like a frizzle baby. Breed could be Cochin, polish, Serama and anything else the frizzle gene had been introduced to. Where did you get it? That can help id it.

I'm a teacher and we hatched these at school. I have no idea of their backgrounds.

Yes, it looks like it's a frizzle. The first sign in the ruffled wings. Then they start getting more frizzled as the feathers start coming in.
