I live in Massachusetts and have quite a few Faverolles, they do fine in the cold weather and are actually one of my best laying breeds in the winter. I have never noticed any issue with the chicks not being too hardy though.
I only lost two Faverolle chicks because I was stupid not to take off the plugged vents soon enough and it was too late for them to recover. However I do notice some do not do well with shipping itself since it stressed them out. I had hand delivered seven chicks to a friend less than two hours away and all of them were dead within a hour after arrival. The other breeds of chicks were fine and perky. I dont know what the matter with them but chalked up for being cold or stressed out.
If you hatch them out yourself, and raise them yourself, they are pretty hardy as chicks.
