Are there exceptions to the drake feather rule?

Just like it sounds, I wanted to ask if there are exceptions to the drake feather always being 100% accurate in gender identification?

Part of why I wanted to ask this, when people do videos on Youtube about this concept, they keep saying 'usually' and 'mostly' but not saying 'absolutely'. (I'm also aware of molting.)

Thanks for any thoughts on this.
 
I would say that if they have a feather it would be about 100% but if they do not have a feather it doesn't necessarily mean it's not a drake either. My first drake never got a drake feather.

x2! and we just saw a female duck on here that had a drake feather. Voice sexing and vent sexing is the most accurate methods.
