Are there "silent" rooster breeds?

I saw someone post that they lived in the city and they got a "silent rooster" so as not to disturb the neighbors...Is there such a thing as a silent rooster and how reliable is that silence?
 
Never heard of a silent rooster. I know the pitch on some roosters is lower so the crow doesn't carry as much. Maybe through generations of breeding quieter roosters? I personally love the crow of a rooster :)

This little pair is less than 3 months old. The breeder is working on these Rosecomb and also has OEGB.
There are several color varieties recognized by the ABA on these nice little birds.

Yes I figured that out when I went out to take the photo thus my caption for the picture. The breeder has both. But many of the Rosecomb roosters don't crow.
OK, because your original post said, "Some Rosecomb OEGB don't crow. And they are small to boot"
