Could they be cold?? Is 78-80 degrees too little? I think they have enough space.Huddling together like that means that they're either cold or scared.
Pecking could mean that they don't have enough space. It's not a sign of affection.
They're not piling, more huddling. They're not really on top of one another in a small space.
Three weeks old isn't fully feathered yet. Personally I would have their temp still in the 80s, though whether or not they get cold can depend on the individuals. The best way to tell is to check their behaviour. If they are otherwise calm, but are piling together and climbing all over each other, they're cold.
