Whether safe will depend on what is the wood -- pine is safe but not cedar. Also the label is colored wood chips -- coloring isn't safe but maybe the ones that are "natural" are not colored. Certainly the images don't look like either cedar chips nor colored chips, but you need to be certain of that

I'd be afraid that they would or could get a splinter which could cause bumblefoot. I would opt for something softer for ducks.
