Are these spurs coming in?

As I was putting my chicks into the run today, I noticed that the bird I was almost certain was a female has what appears to be spurs forming. Photo is below. Am I right in thinking that these are spurs coming in?

Yes those are spur buds. But it's not an indication of sex.
