Are they female?

This is supposed to be an all female hatchery order, but

some of the chicks kind of look like roosters
They are 7 weeks old

The buff orpingtons (dumpling) neck feathers are kind of shiny, like a rooster’s
And Peep the white leghorn
Has a few rooster-like feathers on his or her tail

Dumpling looks like a cockerel with that much comb/wattle development already. The Leghorn looks female.

I think that one with the very res comb and wattle has a chance of being male but the Leghorn looks like a pullet to me. My Leghorn cockerel at that age had a much bigger comb

Is there any chance of dumpling being female?

Dumpling is for sure a cockerel.

Peep looks like a pullet so far, but you could update in a few weeks.
Tail is rather irrelevant until much later.
First gender specific feathers start at around 12 weeks of age, and are found on the hackles and saddle areas (neck and back feathers respectively)

I cannot imagine Dumpling being a pullet. It's about 2 months early for that kind of comb/wattle color on a female. BUT, if this is a rehoming situation, wait until YOU feel sure. That's what matters. It only gets more obvious as they grow.
