Are they mites or lice?

Ok.. I'm already treating everyone as well as the coop so that's no biggie but I'm just curious as to WHAT it is..

I went out a few nights ago and noticed what looked like white "powder" on one of my girls.. I kept looking, lifting up her feathers on her neck and tail and didn't see anything along the shafts of the feathers.. I then went over to my rooster (who has much darker red feathers) and he had this same "powder".. I stood still for a minute and then noticed the powder MOVING!!!! I think I am dealing with mites since they move slowly but everything I am reading says that lice are smaller than mites and mites tend to be black.. These were tiny microscopic whitish things..

There are several species of mites. They also tend to change color depending on whether they have fed lately or not. Here's a link with pics:
