Are They Trying to Mate, Drown the Other, or Something Else?

Hi! My Roman Tufteds (possibly not purebreds) are only about 11 and 12 weeks old, which as far as I know, is way too early for attempting to mate. But while in their pools, the older one has started chewing on the younger one's neck and trying to step on it to get on top. It doesn't seem like it's aggressive though; they're both pretty quiet about it, and the younger one just sits there dunking its head under water now and then. (We were initially told the older was female and younger was male but that they could be the opposite, so we haven't known either way). So we're pretty confused what they're trying to do, lol. Thanks!

The older is the white one, and the younger is the gray one.

Also, I did just see this morning the younger one trying to get on top of the older one (they were trying to go back and forth with who's on top), but the older one is NOT interested in being the bottom, haha.
