Gee, 16 weeks and no more of a tail than that? I figured them to be around 12 weeks.

I'd say hang on to the BR until it crows. They are pretty good at fooling ya and a 16 week girl can have some pretty big combs/wattles...

This is my 2 year old hen she has the same size comb as your 16 week old. Yours is a Roo and those tail feathers are screamin Roo
 
This BR and my EE were fighting yesterday but i'm new to this whole chicken thing and didn't know if roos fight with hens as well as other roos? But the both had there neck feathers all fluffed out... at what age do they crow? My other concern is that I only have one hen left right now I have more babies on the way but I don't want her to be abused by them as it is I should probably get rid of both until I get the chicks old enough to be out there.
 
You cant have just one hen with 2 Roos, they will fight over her. Can you get more older hens?
Do you want fertile eggs?
If you dont you can always keep the Roos seperate and then they would probably get along and not fight for rthe ladies attention.
 
Sometimes things can be alright with more hens than roos. I've got 2 Brahma roos that are pals and share a hen between them. (Neither gets much done, it seems, though--The hen had 2 large clutches of completely infertile eggs earlier this year. And they didn't breed the hen we put them with at a show, either.

I guess I'm going to have to learn artificial insemination techniques next year.)
