as if my dog has just done that!

well accept for one time when it was sunny he thaight the best place to sun bathe was in the middle of the road

Not fair.

So you need to go with this dog -on leash- outside to have him "busy", unless you like cleaning up after him. otherwise when you just 'let him out' he'll strech and sniff around and chace something or roll in something and you think he's going potty... he gets called back in and he still hasn't "gone busy" and later he has to...and does.

leaving him out will not solve this problem because the dog does not know that he is expected to 'busy' outside - he is not getting praised when he does (the other reason he needs to be on leash).

On leash does two things, keeps him from getting distracted, and allows you to praise him after he is done- " (HAPPY SQUEAKY VOICE) Good boy, good busy! That-a-good-boy-going-outside! Good dog, goood (name) Good boy, good busy!" *rubs and pats and scritches*
