Astrolorp hen or rooster

Hi! New chicken mom here. We were gifted two 1 year old astrolorps from a dairy farm and were told they were both females but they came from a larger free range flock so unsure if they were laying. We've had them about 6 weeks now and 1 of them has not laid any eggs. Can you confirm if the below is actually a hen or if it is a well behaved rooster? If hen, any idea on why she isn't laying? She's on a high quality layer food and our other hen is laying well.

I've read a few posts on here and from what I understand it's normal for hens to stop lying for bit if their routine changes.
