At what age and how long Should mud ducks be allowed to swim?

Here are some pics of my dicks, they are 3 weeks old.

I start my duck swimming in a pie plate when they are one day old and work up from there. Since yours are older, I would start slow (a couple times a day) always in water that they can get out of, and work up from there. How fast is up to you. Water stimulates their oil glands to produce oil which they spread over their down or feathers to make them waterproof. You never want them to become water logged or soaking wet so stop them when they start to look too wet. After several days you can crease the depth of the water and length of time. Just make sure you do not toss them in and that they can get out on their own. They will be swimming fools within days.
