At what age are roosters fertile?

I have two 8 week old rooster chicks. One is crowing, and the other is not crowing but trying to mate the big hens (lol). What age should they be fertile?

Our first pullet started laying 2 weeks ago. Our oldest roo was between 14 and 15 weeks when the eggs I fried up on Saturday had been laid. Out of those, about half had the bulls eye, so I'd say they were fertile.
