At what age do chickens start laying eggs?

I've lost a couple and I have a sort of demand for eggs at work. Just wondering when my young ones will start laying

According to experts, usually average between 18 to 24 weeks. But depends on the breed of chicken. My leghorns started laying @17 wks my Barred rocks @22 wks
 
My leghorn is at least six months and isn't laying... starting to think she is a he. She was injured as a peep and found by some children who fed her cat food. It's it possible she just won't lay?

It does look like a young rooster, my leghorns (3 of em)have combs slightly folded on either sides and smaller. That one look like a handsome rooster.
